The church started as a campus outreach in 1989 when Charlie Liao, then a 3rd-year Fine Arts student at University of Santo Tomas (UST), was diagnosed with cancer and was miraculously healed by the Lord. He vowed to serve the Lord in a full-time capacity after his healing.
Charlie started to go back to UST and shared the gospel and his testimony to anyone who cared to listen. Soon, a small group of students began to gather for bible studies. That group mushroomed to hundreds of students having daily Bible studies, prayer meetings, and discipleship. That movement spread from UST to other campuses like PUP, FEU, CEU, Letran, and MCU.
In 1993, the leaders of this bible study (still without a name) began to seek the advice and counsel of older and more mature Christian leaders and pastors about starting their own local church. With the blessings of mentors and seasoned leaders in the Body of Christ, Revival Army of Christ (RAC) Church was formed in July 1993.
In 1997, Pastor Charlie turned the leadership over to his associate pastor, Manric Tan Pascual or PMans. Shortly, PMans changed the name of the church to the more seeker-friendly, Horizon Ministries.
The inspiration of the name comes from two sources:
First, imagine standing on a beachfront and looking into the sea. The ‘’place’’ where the earth and sky meets in your mind’s eye is called "horizon."
We envision our church to be a place where people far away from God can meet and encounter Him in a positive, powerful, and life-changing way primarily through the people and the worship experience at our church.

Another meaning of Horizon is one of perspective and/or idea. Have you ever been told to "widen your horizon?"
We pride ourselves as a church of dreamers and visionaries, a "small" church but with a big God and therefore praying God-sized prayers and having bold dreams to change the world for Christ!
